The Arkansas Basin Development Association meeting was held in Tulsa, Tulsa County, Oklahoma on March 8 and 9, 1963. The meeting's agenda was to discuss the future of the Arkansas River Basin and its effects on Arkansas waterways. Brigadier General Carroll H. Dunn of Dallas, Dallas County, Texas (far left), who was chief of the Southwestern Division of the U.S. Corps of Engineers met with (from left to right) Senator John L. McCellan of Camden, Ouachita County, Arkansas; Senator Almer Smith (Mike) Morroney (1902-1980) of Oklahoma City, Oklahoma County, Oklahoma and an unidentified man.
